Dithering Moscow fails to shoot the messenger
Article Abstract:
The conflict between Russia and the rebel republic of Chechnya has highlighted the still unresolved conflict in Moscow about who should run the country, and in what way. Political developments in Moscow have become very closely linked with the Chechen crisis, with the media, especially television, having become the focus of attention from all sides. A number of attempts have been made to control media coverage of the conflict, but the official policy from the government is now that the press should be helped rather than hindered.

Murder has become a very common way of resolving business disputes in Russia, with the murder of an enemy costing $15, 000 at the very most. Several Mafia-style contract murders have taken place in recent months, including those of three members of parliament. The most recent murder, that of leading television personality Vladislav Listyev, has caused the greatest shock and concern.
