Who funds the IMF if it runs out of cash?
Article Abstract:
The International Monetary Fund (IMF) appears to be short of funds following the provision of aid to Russia, South Korea and Indonesia. There is opposition from the US to suggestions that more funds should be provided for the IMF, and there have been reservations about the way the IMF spends its funds. There is some secpticism in the US that new funds are needed, and there are suggestions that it could try commercial borowing. There is also a danger of moral hazard, since banks speculating against the Russian ruble and bonds have been paid by money from the IMF.

Race relations have been directly addressed in Jasper, TX, a mixed community where James Byrd was murdered in summer 1998 by white men who wished to use the incident to set up a local brand of a far-right group. John William King has now been sentenced to death for the murder. In contrast, the racist murder of black teenager Stephen Lawrence in Eltham, London, England, did not prompt significant action against racial tension. Local people in Jasper have tried to use Byrd's murder to prompt change for the better, thus improving the town's image.

EU defence force moves step closer
Article Abstract:
Nato has stated that it will make its equipment, infrastructure and personnel available to the European Union to undertake military operations once the European Union itself has made its own arrangements for constructing a defence capability. The European Union summit in Cologne, Germany, in Jun 1999 is expected to make further progress in producing an effective European defence policy. However, defence policy will not be determined by the European Commission, the European Parliament or the Court of Justice.
