Yeltsin harks back to the USSR

Russian president Boris Yeltsin is expected to shortly sign an agreement with Alexander Lukashenko, the president of Belarus. This will represent a significant step towards the reintegration of Russia and Belarus, even though it will not formally create a single state. Some observers in Russia feel that it would be a mistake to create close links with Belarus, which is repressive and has many economic problems. It is unclear how far the agreement will go in bringing the two countries together.

The software industry lost around $11 billion in revenue in 1998 as a result of piracy, according to the Business Software Alliance and the Software & Information Industry Association. Software piracy has been a significant problem in Taiwan, Hong Kong and China for some years, but piracy is expanding most rapidly in Ukraine, where huge numbers of CDs are now being manufactured. Piracy is quickly becoming a significant illegal trade, with organized crime being strongly involved.
