The International Space Science Institute, half-funded by the European Space Agency, will dedicate itself to pure research on satellite data that does not duplicate work done by US, Russian or ESA scientists. The institute will be inaugurated with a workshop concerning the outer edge of the solar system.

Science at risk in Commerce breakup
Article Abstract:
The Commerce Dept's wide-ranging functions have come under the scrutiny of Congressional streamlining efforts, beginning with a bill by Rep Dick Chrysler that would eliminate the department. The House Science Committee wants to combine agencies under a Science and Technology Administration.

Treaty draft raises scientific hackles
Article Abstract:
Many scientists oppose a draft of a treaty that would restrict their access to databases owned by companies. The treaty, developed by members of the World Intellectual Property Organization (WIPO), offers little protection to those who use data for noncommercial uses.
