Clinton claimed in his Oct 1995 speech that the Republican budget plan under Congressional consideration would reduce federal R&D spending by 33%. Democrats backed Clinton's condemnation of the legislation, but many think he should say that R&D spending cuts will be a major factor in his veto decisions.

Scientists have been discouraged by many of Clinton's actions, such as his criticism of the pharmaceutical industry, which have not been supportive of science and technology. Scientists had believed that Clinton would increase funding to science and technology as a means of creating jobs.
