Energy taxes on the table
Article Abstract:
Civil engineers expressed their concern about the impending implementation of a proposed gas tax which is part of the new government's efforts to reduce the huge federal budget deficit. They contend that this would pose risks in the future funding of the Intermodal Surface Transportation Efficiency Act and Clinton's Rebuild America infrastructute reinvestment plan. They also demand that energy taxes be used for surface-transportation infrastructure but other groups have other plans. Meanwhile, legislators are pushing for the enactment of infrastructure bills aimed at eliminating the need for gas taxes.

1997 Budget
Article Abstract:
The 1997 US budget proposes a balanced budget by the year 2002, but maneuverability is limited to discretionary spending which amounts to only one third of the budget. The budget has increased fund allocation to environmental projects which the Republicans may try to reduce. The president seeks a 3% increase for the US Army Corp of Engineers. Civilian research and development is also a priority for the administration. The U.S. Geological Survey's grants have been increased to $746 mil. to absorb the functions of the National Biological Survey and the Bureau of Mines.
