Establishing standards for rangeland health
Article Abstract:
Establishing standards for rangeland health is an important step towards maintaining the ecological balance and productivity of grazing lands. The National Research Council's committee on rangeland classification suggests the adoption of a minimum standard regarding what constitutes US rangeland ecosystems. It calls for the identification of management practices necessary to sustain rangeland health. Rangeland management goals should be set in terms of minimizing damage from nonnatural causes. Measuring rangeland health in terms of multiple criteria, such as the stability of soils is suggested.

School reform: too much talk, too little action
Article Abstract:
There has been a slow pace of reform in the public school system in the US, because of its complex nature. The reform movement has remained unclear about what needs to be done to accomplish reform, and is even working in different directions. The Goals 2000 legislation furthered the process of defining standards for various subjects, but a complete set of standards is not imminent. Restructuring efforts are sometimes linked to 'choice' arrangements, which have in turn been linked to the charter-school movement.

Educational reform and basic standards
Article Abstract:
In Europe the central mission of the schools is academic, but in the US the central mission is social and psychological adjustment. Disruptive behaviour in schools in the US is widespread, but few efforts are made to remove disruptive students. Other OECD schools have national or state standards, but there are not such standards in the US.
