Japan's 5-year Basic Plan on Science and Technology, adopted in July 1996, raises research-funding levels to that of Western nations. The government chose brain research as a major priority, with a program called 'The Age of Brain Science.' It will create opportunities for international cooperation.

Science policy in Japan
Article Abstract:
The Science and Technology Basic Law, enacted November 1995, made basic science a top priority in Japan, by increasing research funding in the midst of a budget crisis. Five government ministries have been budgeted a total of 21 billion yen in FY 1996 for university research.

Private companies play a prominent role in funding basic research in Japan, financing 39% of basic research in 1990. Complaints about the research environment in the public sector have led to recommendations for a new scientific policy.
