Moving beyond Kyoto
Article Abstract:
The U.S. and other countries would have to establish a framework, apart from the Kyoto Protocol, for controlling greenhouse gas (GHG) emissions in order to prevent dangerous anthropogenic interference with the global climate system. The Kyoto Protocol has called on the high-income countries to reduce their GHG emissions by 2012, and it has taken the long-term objective of stabilization of GHG concentrations and has transformed it into a short-term target on emissions reductions.
