Rebuilding EPA science
Article Abstract:
The restructuring of the Office of Research and Development (ORD) which began in 1994 is central to the EPA's plan to overhaul its research efforts. Amid tight budgets and disgruntled staff, the agency has reorganized laboratories with new managers and responsibilities, trimmed the number of headquarters staff, has instituted peer review throughout the ORD and has installed a new extramural research grant program. Noted researcher Robert Huggett has also been tapped to assume the position of ORD assistant administrator, tasked with spearheading the office's reorganization.

EPA continues to wrestle with budget cuts, short-term funding
Article Abstract:
The EPA continues to be embroiled in problems over budget and funding. Congress passed a resolution on Jan. 26, 1996 which will fund the agency at 23% less than the amount requested by Pres. Bill Clinton. EPA Administrator Carol Browner laments that the agency is being forced to reduce staff and limit funds for important enforcement actions, inspections and regulatory development. The public in general has voiced its opposition to the tightening on EPA, forcing Republicans to rethink the effect of their budget strategies on environmental programs.

EPA regional offices plan multimedia reorganization
Article Abstract:
EPA Region I and EPA Region VIII, based in New England and the Rocky Mountains, respectively, are planning to reorganize their offices and to adopt a multimedia approach to pollution prevention and environmental protection. Both offices are already preparing detailed plans of the process, which are expected to be brought to the EPA headquarters in Mar. 1995. Regional officers believe the move is necessary, considering that traditional media-based programs have become quite ineffective in dealing with new, more complex environmental problems.
