Interior Dept Sec Bruce Babbitt asserts that contradictory missions of his department demand that science become the primary basis on which land management decisions are made. Scientific knowledge can best guide the department in its mission to both commercialize and protect America's lands.

Sound scientific research should guide policy development intended to protect freshwater ecosystems, and cooperation among federal, state and local officials is needed to implement environmental policies. Six freshwater research priorities are described.
