U.S. retreat at the Earth Summit
Article Abstract:
The lack of environmental leadership by the US at the 1992 Rio Earth Summit signals a change in world leadership. Nations around the world are beginning to realize the importance of preventing environmental damage, and Germany, through the European Community, has begun to assume leadership in the post-Cold War period. Developing countries are also increasingly using environmental issues as a leverage for increased foreign aid. Thus, the lack of US leadership could cost the US economically because developing countries could favor trade with nations that have been providing environmental aid.

Managing the future
Article Abstract:
Collaborations among government, industry and other institutions involved in environmental R&D, priority setting and regulatory experimentation are necessary to deal with increasingly complex environmental issues and problems and scarcer resources needed for their solution. This comes in the face of declining federal support for environmental research. A consensus on the most crucial issues also needs to be reached to effectively address them.

In search of balance
Article Abstract:
It is necessary to seek a long-term, balanced approach to environmental problems and to support a conservation approach, rather a preservation approach. The issues discussed include access to public lands, clean water, marine fisheries, mining reform and endangered species.
