Article Abstract:
This article is an overview of the budget proposal of the Transportation Equity Act of the 21st Century by the White House about the surface trnsportation improvement and the Congress debate for its reauthorization. Among the various issues, the debate is centered around inadequacy of the administration's budget allocation and how to boost revenues of the Highway Trust Fund.
