Panic and panacea: brain drain and science and technology human capital policy
Article Abstract:
Brain drain refers to the loss of the scientific and technically trained personnel of a nation to other nations. In view of the economic loss associated with it, the governments evolve policies and methods to control the brain drain, as in the case study of New Zealand. One such policy is the diaspora policy or the policy that is focused at the migrants, which is discussed and analyzed.
