Rent control and homelessness
Article Abstract:
The mechanisms through which rent control affects homelessness were investigated using microdata on housed and homeless households. A simultaneous-equations model that explains the mean consumption of housing service, the vacancy rate in the uncontrolled rental housing market and the price per unit of housing service was used. Empirical results showed that rent control contributes to homelessness by increasing the price of housing service and the vacancy rate. However, the evidence was not conclusive enough to prove that rent control is a major cause of homelessness.

Welfare analysis of rent control with side payments: a natural experiment in Cairo, Egypt
Article Abstract:
The size and incidence of rent control with side payments in Cairo, Egypt, were investigated. In addition, the effects of side payments on welfare gains and losses from rent control were estimated using a mathematical model that takes into consideration shadow prices, costs and benefits. Empirical results showed that controlled housing units in Cairo rent for less than half of estimates of their market rent without rent controls. It was also found that some households receive larger discounts while others pay very high prices for housing services.
