The German R&D system in transition: empirical results and prospects of future development
Article Abstract:
A study was conducted to assess Germany's research and development policies. Results showed that major political reforms and increased economic development triggered not only social changes, but technological innovations as well. Germany is poised to harmonize east and west German research systems, use a federalistic system for science and technology policies, provide better infrastructure for both private and commercial research, focus on public research facilities and control excess research and development capabilities.

Science-based technologies: university-industry interactions in four fields
Article Abstract:
A study was conducted to examine the association between industry and universities in Germany. An indicator of scientific citations in patents was utilized as a quantitative medium to characterize various technical fields. The study also analyzed how university departments influence industrial innovations. Results indicated the need to refocus technology transfer policies in the country to support more effectively both public and industrial research.
