CRP - a better way?

Large tracts of agricultural land have been replanted and converted into wildlife preserves under the Conservation Reserve Program. However, the benefits of keeping preserves come at a large expense from federal funding that is not likely to continue with the governmemnt's cost-cutting efforts.

Fisheries are becoming depleted because of the practice of catching the largest fish and releasing the smallest ones. The larger ones are more important to sustaining fish populations, because they are the most active breeders. Guidelines need to be created to preserve larger fish.
