Coast guard learns costly lessons
Article Abstract:
The U.S. President George W. Bush released the budget for 2002 raising the Coast Guard's overall budget by about 12 percent. The increase covers 8.5 million dollars for improvements to the agency's search-and-rescue and marine-safety efforts. David C. Norton called as the 'armchair admiral' of the U.S. Coast guard, was warned against serving as the same as he had failed in handling the Morning Dew case.

The new rules regarding the safety of the voyage carried out by the coast guard are presented. The coast guard has rights to cancel or terminate any voyage it considers to be unsafe.
