Pay to pedal: user fees are coming, but they aren't necessarily bad

Los Angeles County, CA, residents will pay a $23 annual fee for the use of public trails and bicycle paths beginning in 1993. The fees should be used wholly for recreation improvements and maintenance wherever they are collected. This would add to the status of cycling.
