This article examines the US Health Care Financing Administration's (HCFA) 2000 rule concerning prospective payment systems for Medicare-supported hospital outpatient services, clarifying that occupational therapy, speech-language pathology, and physical therapy are not included in the system. The requirements a health services organization must meet to be considered a 'provider-based entity' or a 'department of a provider' by the HCFA are also discussed.
