According to Joe Marie, assistant general manager of rail operations at Metro Transit, safety and finding talented rail engineers are the priorities listed in the company's agenda. The Hiawatha Light Rail Project in Minneapolis and St.Paul opened in April 2004, are the company's major achievement in the bus dominated twin cities.

Seventy five percent of those who applied Total Quality Management in public transport failed because of lack of leadership. Those who adopted it were not sold on the concept, were not given enough resources and backing, and so abandoned it too early.
