The National Rifle Assn's Institute for Legislative Action lauded the defeat of the tax increase for firearms transfer and gun buyers included in the spending policy submitted by Pres Bill Clinton's administration. The tax was aimed to fund the FBI's National Instant Criminal Background Check System.
