The ins and outs of U.S. anti-boycott laws

Many Arab nations have a boycott against Israel. US companies that comply with local Arab commercial laws against trading with Israel may unwittingly be in violation of US anti-boycott laws. The Internal Revenue Code requires that companies that do business with boycotting countries report any operations in the boycotting country. Code regulations also penalize US taxpayers who agree with trading partners from doing business with Israel. The Export Administration Act of 1979 prohibits US persons from complying with or supporting any boycott imposed by a foreign country against a country friendly to the US. An anti-boycott compliance program should include a statement of company policy on anti-boycott, training personnel in the principles of anti-boycott laws, establishing internal procedures for conducting international transactions and securing legal counsel for review of documents, and documentation procedures.

Whitecross, a leading practitioner in the field, has opened 10 surgeries throughout London, England, and had a turnover of 3.5 million pounds sterling in 1996. They spend 500,000 pounds sterling refitting a new property to suit the needs of dentistry. The company offers National Health Service and private dental care. They have found many new customers use the facility although patient numbers are limited according to size of outlet.
