New FLASHbyFax service; DOT's on-time flip-flop

Consumer Reports Travel Letter will offer a new service in Sep 1995 called FLASHbyFax. It is a two-page fax bulletin on the latest travel bargains. The Transportation Dept has decided not to include airline delays caused by mechanical problems in its monthly on-time statistics.
