Preferred hotel rates: often the best discounts

Preferred rates, arranged by a travel agent, are usually 20% to 40% lower than regular hotel-room rates. These rates apply to all available rooms, but they are usually not available at smaller hotels or resorts. Six preferred-rate programs offered in four cities are rated.
