Article Abstract:
The proposed anti-terrorism law seeks to outlaw the sale of ammunition that could pierce law enforcers' bullet-proof vests. However, the law will not reduce the number of law enforcers killed. The goverment needs to reform the justice system to prevent repeat offenders from reentering society.

A disturbing trend of mutual distrust has developed between law-enforcement agencies and the citizens they are assigned to protect. Highly publicized incidents at Ruby Ridge, ID, and Waco, TX, have only served to breed further distrust of law-enforcement officials and their powers and duties.
