Sheri Mecklenburg, a lawyer found the Women's DNA Initiative in spring of 2003 when she discovered that evidence collected from about 1200 Chicago rape victims had gone unexamined due to lack of funding. The initiative is a non-profit group that will raise funds and apply for grants to be used for testing the backlog of rape kits.
