Charlton Heston, President of the U.S. National Rifle Association, believes that violence in modern youth is not caused by the availability of guns, but rather by the conflict between too many school rules and too little social and parental guidance and supervision. Heston quotes Dr Helen Smith, whose book "The Scarred Heart: Understanding and Identifying Kids Who Kill" argues these points.
