E. Duke McNeil believes that Congressman Jess Jackson Junior's attempts of eradicating corruption in Chicago would help him position as the city's mayor. Jackson appeared to have other aspirations during his first campaign like to stick to Congress long enough to become the powerful chairman of the House Ways and Means Committee or the first African American speaker of the House.
