Washington Redskins owner Jack Kent Cooke and Washington, DC, mayor Sharon Pratt Kelly already reached agreement on building a stadium for the city's football team at the start of the 1991 season. However, the agreement failed to prosper when Kelly decided to play tough on issues covering the deal.
