Blackout: Mayor Daley is presiding over a steady migration of blacks from City Hall

Chicago city government has fewer African Americans in important positions since Daley became mayor in 1989. Former Mayor Eugene Sawyer's administration had more than twice as many blacks. Daley says he wishes more qualified blacks would apply.
