Assessing Waldegrave's big test

The forthcoming White Paper on science is expected to be the most important document on science to be produced by the UK government in 20 years. The British scientific community have high expectations for the paper and view it as a major test of the government's commitment to the development of science in the country. Any assessment of the merits of the document should take into consideration its stand regarding several issues, such as research council organization, basic research, research strategies, careers, advisory committees, cooperation in Europe and several others.

How will Britain run its science now?
Article Abstract:
William Waldegrave's appointment to head the Office of Science and Technology was heralded as a potentially good move for British science policy. Scientists and businesses are now looking for his first White Paper on science organization to see the new direction taken by British science policy. Waldegrave has received advice from businesses, organizations and individuals on creating the new policy. However, this advice has been noticeably radical, is focused on profit motives and fails to address the need for basic research.

UK White Paper criticized for failure to switch from military to civil research
Article Abstract:
The White Paper prepared by UK's science Min William Waldegrave has been criticized for its falure to support a significant reallocation of the science budget from military to civilian research. Instead, the White Paper merely states that the $4 billion allocation should go the development of new weapons. Critics have charged that the White Paper must have been drafted by Ministry of Defense officials rather than Waldegrave's Science and Technology office.
