Article Abstract:
Increased openness in policy debates will likewise increase public understanding of and confidence in the outcomes. The European Commission's move to promote open and scientifically contentious debates is seen to prevent conflicting interests from degenerating into bad practice. On the contrary, the US appears to view open debates of scientific differences with reluctance. In fact, the National Academy of Sciences is likely to contest a legal ruling that it should conduct proceedings in public when its advice is sought by government agencies, on the ground that it compels scientists to publicize views which they prefer to express in private.

EU eliminates citation gap with America
Article Abstract:
The scientific productivity of western Europe is growing in comparison with that of the US, according to research undertaken by the Institute for Scientific Information. This organization looked at citation statistics covering 102 subfields dealing with all areas of science, along with humanities and social sciences. It was found that in the period between 1981 and 1996, the proportion of these papers with at least one author from the US declined from 40.5% to 36.5%. In contrast, the proportion of papers with at least one author from a European Union member state rose from 30.5% to 36.2%.
