Does 'sanctuary' mean secure?
Article Abstract:
The goal of the National Marine Sanctuary program is to safeguard healthy marine environments and achieve conservation, while still allowing human uses. A comprehensive ban on offshore oil and gas activities protects California's threatened sea otter population. Sanctuary-imposed safeguards include ban on discharge of primary-treated sewage and prohibition on development of new dump sites. However, the sanctuaries are unable to put regulations on oil tankers. The Monterey Bay National Marine Sanctuary is the only marine sanctuary with naturally occurring sea otters.

The influence of a small sanctuary on survival rates of black bears in North Carolina
Article Abstract:
A new study investigates the survival rate of black bears in the Harmon Den Bear Sanctuary, NC, to assess whether the management system was effective. Some 51 black bears were studied to determine how many daily locations the bears visited outside the protected area and a proportional hazard model was constructed. Results show that females had the highest rates of survival, followed by adult males, adolescent females and adolescent males. The sanctuary was established to protect breeding females so that adult bears could be provided for recreational hunting.
