Economics and the Endangered Species Act
Article Abstract:
The Endangered Species Act (ESA) was passed in 1973 with a specific instruction from Congress that the listing of endangered species and the designation of critical habitat should not be influenced in any way by economic factors. However, the reality is that economics is at the core of the debate over wildlife conservation. Unfortunately, many questions such as those related to the costs borne by private property owners and the transaction costs of species protection remain unanswered due to a lack of data. The economics of ESA should therefore be a research priority.

Article Abstract:
Fort McCoy in Wisconsin is pursuing a proactive plan to protect the endangered Karner blue butterfly and its wild lupine habitat located inside the base. It has been successful in implementing a conservation program that adheres to the Endangered Species Act without seriously disrupting its military training operations. The base's program includes educating military personnel and civilian employees about the Karner blues and its habitat, and working with the Fish and Wildlife Service in managing habitat disturbance.
