Iraq crisis spurs new bioweapons moves: Lack of provision in the Biological Convention for monitoring and verifying compliance has long been a worry

Article Abstract:

Efforts to reach international agreement on ways of monitoring the spread of biological weapons have been boosted by the recent crisis over Iraq. The lack of any provision in the Biological Weapons Convention (BWC) of 1972 for monitoring and verifying the compliance of signatory states has long been criticized. President Bill Clinton is keen to speed up negotiations on the protocol and has indicated that the US would accept the concept of on-site inspection of declared and undeclared sites.

Lack of vision weakens links between industry and finance

Article Abstract:

Research and development is on the rise again, but less so in the UK than elsewhere. Funding in 1992 for research and development among the top 200 companies worldwide rose 8% over 1991; in Britain it was up 6%. Moreover, companies elsewhere invest rather than distribute a much greater share of their profits. The proportion of scientists and engineers in a company's senior management directly affects its willingness to invest for long-term payoffs, and its success against competitors.

Researchers in the Caribbean are working on risk management strategies in the wake of the recent hurricane, and others are looking at different forms of collaboration, on common marine problems and projects to promote the popularization of science. However, not all Caribbean states are convinced that science and technology investment should be a priority, although the cooperation is being encouraged by foreign aid bodies, scientific organizations and political groupings.
