NAVS head escapes censure

NAVS Pres Mary Margaret Cunniff has evaded reproach despite charges of financial mishandling by staff members. NAVS board members and animal welfare groups' heads are eluding the issue. In doing so, they not only insulate Cunniff from the charges but protect their personal interests as well.
