$100 million pledged to support ex-Soviet science

Millionaire George Soros has pledged $100 million to finance science in the states of the former Soviet Union. He plans to commit the money by the end of 1994. This is the largest gift to ex-Soviet scientists, and Soros is faced with several difficulties in distributing the funds. The mere logistics of safely transferring such a sum depends on secure communications and banking systems, neither of which is readily available. Furthermore, Western-style systems of grant application will be foreign to applicants and the ability to learn the system may not select for scientific merit.

FDA wants to invite women into drug trials earlier
Article Abstract:
The Food and Drug Administration (FDA) will relax regulations that bar women capable of having children from taking part in clinical trials of new drugs. The FDA, which began enforcing the regulations in 1977 to keep the experimental drugs from harming fetuses, now agrees that the ban infringes on women's civil rights. However, fear of lawsuits may persuade many pharmaceutical companies to continue to bar women from participation.
