The UK's newly re-elected Conservative government is moving to reorganize its support for science and technology, ending the decentralization it had previously favored. The Office of Science and Technology (OST) has been created, as a part of the Department of Education and Science, to be in charge of science policy. William Stewart has been named to head OST. Moreover, William Waldegrave will have overall control of policy, making him the first Cabinet-level minister to be responsible for science since 1959.

New rules in Britain make it harder for older scientists to use animals
Article Abstract:
Britain has severely limited the ability of retired scientists to use animals in research. The Animals Procedures Committee promulgated new rules under the Animals (Scientific Procedures) Act of 1986 that will virtually prohibit researchers over age 70 from obtaining the project licenses necessary for such research. The Committee decided to seek the more stringent rules following the discovery that 89-year-old medical researcher Wilhelm Feldberg was able to evade the Animals Act.

UK moves closer to free market for research funding
Article Abstract:
The UK Advisory Board for the Research Councils has suggested in a report that government and industrial laboratories be free to bid competitively for financing from the government research councils. In addition, the report urges the councils to work together to help promising biotechnological research. The report from the seven-man advisory subcommittee also argued that the research councils should no longer have to confine their funding to a particular area of research.
