Panel seeks 'fundamental' shift in handling of observation data
Article Abstract:
The National Aeronautics and Space Administration's (NASA) advisory group for Earth science, headed by Steven Wofsy, is seeking a revamp in the handling of observation data by the US Mission to Planet Earth. The data pertain to those disseminated by the Earth Observing System (EOS) of satellites. The NASA Advisory Council aims for a change to the EOS Data and Information System to make it more efficient, recommends that all EOS missions after PM-1 in 2000 should be examined to favor smaller, faster missions for more scientific thinking, and suggests a shift to in-situ and process studies, modeling and analysis.

'No net cost in cutting carbon emissions.' (US Department of Energy)
Article Abstract:
The US could cut its energy bill by between $50 billion and $90 billion a year through measures such as replacing coal-burning electric power plants with facilities using natural gas and making more extensive use of biofuels, according to a report from the Department of Energy. These savings would cover the costs of developing and switching to energy-efficient technologies. Making more extensive use of such technologies would allow the US to reduce carbon emissions to 1990 levels by 2010 without incurring net costs.

Congress searches for new role for energy laboratories
Article Abstract:
Two proposals have been presented by congressmen for the transformation of the US Department of Energy (DOE) laboratories for civilian use. One of the bills requires the laboratories to allocate at least 10% of their research money on cooperative projects with industry. DOE officials welcome this bill but critics recommend specific responsibilities for each laboratory. The second bill proposed to retain few laboratories for weapons research and use the others for civilian purposes such as environmental research.
