Panel slated for leniency over study of NIH consulting roles

The 'blue ribbon panel' report suggested changes to the way that the National Institutes of Health (NIH) manages the consulting partnerships its employees have with private companies and academic institutions. At the hearing of the panel, lawmakers appeared incensed that NIH scientists had engaged in practices that they considered being ethically indefensible while the agency was receiving huge budget increases.
