Article Abstract:
Spaniards sent abroad for scientific training in the 1980s are returning to find few jobs available for them in Spain. Long-term government research projects have evaporated in the faltering economy, and only 200 short-term contracts have been awarded per year since 1985. Though the government has decided to raise this number to 300 for 1992 and 1993, and add employment benefits to the contracts, permanent research positions remain scarce. Young scientists are encouraged to apply to the EC for funding.

Patent office under fire over consultation
Article Abstract:
The European Patent Office (EPO) has come under criticism for declining to consult public interest groups about the patenting of genes and living organisms in draft proposals discussed at a forum in Munich. The consultation document analyzed the high cost of European patents and the public controversy over gene patenting. The statements in the EPO document are criticized as only indicating that the EPO administrative council is out of touch with the public opinion.

Tax problems threaten cuts in young scientist grants
Article Abstract:
The European Commission has to make a 10% reduction in the number of fellowships extended to young scientists as some member states of the European Union (EU) have not freed the EU research grants from the tax and social security deductions, reducing the value of those grants. An individual compensation will be offered until new synchronizing tax laws are developed.
