UK policy learns about risk the hard way
Article Abstract:
The crises over environmental and health issues have increased public scepticism towards present risk management techniques and had exacted a heavy political price for the British government. Recent crises had debunked the argument that the views of scientific and economic experts are a sufficient basis for an effective approach to the political management of risk. Efforts to develop a better risk management approach has been spearheaded by the Treasury and had led to the creation different groups aiming to develop standard techniques for handling risk.

Science in Portugal joins the mainstream
Article Abstract:
Portugal is making full use of European Union structural funds to build up its scientific research program. With the help of research experts from other European countries, minister for science and technology Jose Mariano Gago is setting up scientific establishments and facilities for future project work. Many Portuguese scientists have been attracted back to Portugal for research prospects. However, more funding is required to run the national science research program.

Yeltsin's two steps to Eureka club membership
Article Abstract:
Russia can acquire the membership of Europe's advanced technology research program, Eureka, if the Russian Pres Boris Yeltsin fulfills two conditions. Russia's laws on patents and intellectual property should be made complementary to those in Western Europe. Russia should guarantee that the civilian technologies that are imported from the west would not be used for military purposes.
