Nation building: two years after the East Timorese vote for independence, a new country is emerging
Article Abstract:
The challenges associated with establishing an independent administration in East Timor are discussed. Particular attention is given to human resources management, including the tax collection function. It has now been possible to develop a legal and administrative structure for a tax system.
