The federal government finds ways to increase tax revenues while avoiding unpopular direct tax raises by phasing out various deductions, increasing limits on taxable categories and rescinding promised tax phase-outs. The Congressional Budget Office produces revenue-enhancing ideas annually.

New legislation passed by Congress in 1995 will require that compliance costs for federally mandated programs be considered when passing mandate legislation. Compliance costs of more than $50 million for state and local governments must be paid by the federal government.
