An update on the work of the Tax Law Review Committee
Article Abstract:
The Tax Law Review Committee (TLRC) is a multi-sectoral committee established by the Institute of Fiscal Studies in 1994 to address several issues in the UK tax system. The objective of the TLRC is to provide improvements in the state and operation of tax law. The committee is currently working on tax legislation, tax appeals, tax administration of the employed and self-employed and tax avoidance. The TLRC has already influenced policy on taxation with its Interim Report on Tax Legislation, which may be used in future drafts of the Finance bill.

Share repurchases
Article Abstract:
The legislation concerning share repurchases has further confounded the UK tax system by treating the repurchasing of companies of their own shares identical to foreign income dividends. The British government's measure is criticized as illogical and having little basis. Furthermore, the new system can be a source of problems for firms in establishing the legislation's applicability. A more practical move would have been the removal of the advance corporation tax (ACT) charge on repurchases to prevent corporations from availing tax credits.

The corporation tax: a survey
Article Abstract:
Corporate taxes are imposed to ensure that corporations pay for public goods and services that enhance their profits. They also complement the personal tax by serving as a withholding tax and capture the rents earned by owners of fixed factors. However, some experts, citing the small revenue yield of corporate taxes, are calling for their abolition. Others, contending that such taxes benefit both corporations and society in general, urge governments to continue imposing them.
