Representatives of media retailers seek exemption from state sales taxes both in stores and on the Web. Their proposal also would ban taxes on ISP charges and continue a ban on new Internet-related taxes. States are seeking to protect their revenues from anticipated declines due to increases in interstate commerce over the Internet. To foward a proposal to Congress, the 19 member panel needs 13 favorable votes.

Chance of an agreement by federal panel on e-commerce taxes appears slim
Article Abstract:
The federal Advisory Commission on Electronic Commerce remains undecided on whether to recommend taxing sales transactions on the Internet. The 19-member advisory committee, whose panel includes corporate and state government representatives, has been discussing the possibility of allowing states to collect Internet sales taxes. However, that proposal, endorsed by the National Governors' Association, was tabled. The panel is expected to recommend an extension on the current moratorium on Internet taxes, repeal of the 3% excise tax on telecommunications and a permanent ban on Internet access taxes.
