Cellular phone firms mull counterpunch

The fast-growing cellular telephone industry faces a classic example of how a health scare can stall a robust industry. Marketers must quickly decide how to counter a flurry of newspaper and television reports about a possible link between cellular phone service and brain cancer. Advertising may deflate the negative news stories; on the other hand, new ads may merely call attention to a scientifically unsubstantiated worry. Public relations and advertising executives generally advocate discussing the controversial subject in ads. McCaw Cellular Communications, GTE Mobilnet, Cellular One and Contel Cellular all plan to include letters with their bills aiming at allaying fears. Motorola, however, has no special advertising plans.

Anne K. Bingaman, the assistant attorney general for antitrust at the US Justice Dept, has some strong concerns about the issues facing today's telecommunications industry. Bingaman is concerned about the deregulation of the Baby Bells, which could possibly result in another monopoly, this time controlled by the Baby Bells. Bingaman is a strong advocate of two-wire competition, which encourages head-to-head competition and avoids antitrust litigation. She also believes that it is important to have competition in PCS services since such competition will spur crucial competition in the cellular industry. Bingaman believes that the current antitrust laws are sufficient for dealing with high-tech companies and markets.
