Most economists forecast that a favorable climate for small business will continue in 1997 as the economy maintains the modest expansion that began in 1991. However, small companies will face a shortage of qualified skilled workers and should be cautious about taking on too much new debt.

End of the line for the ICC: a few diminished functions of the former Interstate Commerce Commission survive - elsewhere
Article Abstract:
The ICC was eliminated on Dec 31, 1995, after 108 years. The agency's powers have been greatly diminished since the 1980s. The new Surface Transportation board handles some of the old duties. Railroads and other transportation industries are discussed.
