Competition in the British domestic gas market: efficiency and equity
Article Abstract:
The introduction of competition in the domestic gas market in the UK will abolish cross-subsidies, but is predicted to increase allocative frequency. Its impact on consumers, however, varies according to income levels and other characteristics. Households that stand to be adversely affected by the privatization of the market and the ensuing increase in domestic standing charges and impact on distribution, are those of 'pensionable age.'

Can housing wealth alleviate poverty among Britain's older population?
Article Abstract:
The positive effect of equity release on poverty tends to be limited only on homeownership and income in later life. Utilization of data from the Family Expenditure Surveys from 1993 to 1995 revealed that equity-release schemes' income-enhancing potential is applicable only to people who do own their homes and to the oldest age-groups. The positive effect of equity release to those in the greatest poverty is found to be insignificant.

The welfare consequences of tariff rebalancing in the domestic gas market
Article Abstract:
The effects of tariff rebalancing on welfare is examined in the UK natural gas market. An econometric model of the household consumption is proposed. Tariff rebalancing between fixed and variable charges is found to highly impact distribution. Substitute methods are suggested to handle these effects: the use of the current welfare system as a mitigating factor, and the use of special tariffs for low-income consumers.
